"Like clockwork for years, the cooperation between a used car dealer (37) in the district of wurzburg and an employee (46) of the registration office in the district administration office ran smoothly. A salesman from the vehicle sector, more of a marginal figure in the dock, was the third man to "get away" with a nine-month custodial sentence for inciting false certification. He had heard about the fact that an employee in the district office meets customers under certain circumstances and had successfully tried this in a dozen cases.
